Part 203-2024 is the post-motor filter for the Bissell 6800 Power Partner, and Bissell lists it as the post-motor vacuum filter for that machine. It sits after the motor in the airflow path, so it is the last thing the air passes through before it leaves the vacuum.
Because it works right at the motor's exhaust, this filter catches the fine particulate that made it past the earlier stages along with the carbon the motor brushes shed as they wear. A saturated post-motor filter restricts that exhaust airflow, which makes the motor work against more resistance and can let a faint burnt or dusty smell come through the vent.
