This is the 12 inch brush roll for the NSS Commercial Pacer 12 upright vacuum, part 9690261. It is the rotating brush inside the nozzle that agitates carpet pile so the machine's airflow can lift out the soil the bristles loosen.
Brush rolls wear the way any bristle tool wears. The tips round off and shorten with use, and a roll in that state stops reaching down into the pile even though it still spins freely. The machine sounds normal and pulls the same current while doing noticeably less work, which is the giveaway that the brush rather than the suction is the problem. Most operators notice it gradually, as a few more passes needed to cover the same stretch of carpet, before the wear is obvious to look at. Hair and thread wound around the ends are worth clearing at the same time, since a wrapped roll drags on its bearings and puts extra load on the belt as well.
NSS builds the Pacer in more than one width, so confirm you are ordering the 12 inch version rather than the roll cut for the 15 inch machine. Compare the end caps and the drive pulley on your current roll against the replacement before fitting it, since a roll that seats crooked wears unevenly from the first pass.
