Part ELEREL10 combines a transformer and a switching relay in one component: the transformer steps the 120V line inside a central vacuum power unit down to the low-voltage level that a hose handle or wall inlet uses to call for suction, and the relay is what actually closes to start the motor once that call comes through.

A unit that runs on and never shuts off, or one that never responds when the hose is connected, often traces back to this part rather than to the motor, because the fault sits in the switching stage instead of the motor circuit itself. A technician usually narrows the problem down by checking whether the low-voltage signal reaches a wall inlet at all before suspecting the relay-transformer.
