Hoover's part 440015573 is the hose assembly for the CleanSlate spot cleaner, running between the machine and the hand tool and handling both of the jobs that tool needs: cleaning solution fed out to the tool, and dirty water and air drawn back to the machine.
Furniture legs, stair edges and door sills wear through this hose faster than anything else on the CleanSlate, and repeated flexing at the machine end finishes the job. A tear on the vacuum side kills pickup at the tool outright. On the cleaning-solution line, a similar tear either sprays somewhere you were not aiming or leaves the pump running with nothing coming out at all, and that second symptom points at the hose long before it points at the pump itself.
Test each function on its own, since a fault on one line does not necessarily mean the other has failed too, and a single small tear can leave the machine half-working in a confusing way. Triggering the spray over a towel for a few seconds is an easy way to separate a solution-side problem from a suction-side one before ordering parts, and running the tool dry against a palm tells you just as quickly whether the vacuum side still pulls.
