This is the electric hose assembly for the Oreck FC1000 Quest full-size canister, part 82377-01. It carries suction from the canister to the power nozzle and runs the nozzle's electrical supply through the same length of hose, which is why it costs more than a plain suction hose and why it is worth diagnosing properly before replacing.

Two things go wrong with an electric hose. The outer wall splits, often just behind the handle where it flexes hardest, and suction drops away because the machine is now pulling air from the room. Or the wiring inside breaks down and the power nozzle cuts in and out as you sweep, or stops running altogether while the canister keeps pulling.

A new assembly fixes both at once, and it plugs into the FC1000 in place of the original with no modification.
