This is a 230 ml can of Pliobond contact cement, part TFMCOLLV, made for joining metal central vacuum pipe and fittings rather than PVC.
Metal tubing and metal elbows do not weld together the way PVC pipe does. Where PVC pipe fuses through solvent welding, softening and bonding the plastic itself, a metal-to-metal joint needs a contact adhesive that grips two dissimilar metal surfaces and holds under the constant suction pulling on that joint every time the system runs. Pliobond is a contact cement built for that kind of bond, applied to both surfaces and pressed together, rather than a wood glue or general household adhesive that was never designed to hold metal under vacuum pressure.
