Fine dust is what finishes a cartridge like this one. Drywall sanding, ash and plaster pack into the pleats rather than resting on the surface, and once packed they will not tap or shake free. The machine keeps running while airflow at the nozzle falls away, and the motor note climbs as it pulls against media that has closed up.
Check the cartridge before concluding the vacuum has a fault somewhere else. Pull it and hold it up to a light: pleats that are grey the whole way down, or that stay grey after a rinse and a full dry, are done.
