Whining from the drive side, paired with a brush that has lost its bite, points at the belt path long before it points at the motor. Part 3017 is the pulley SEBO calls Pulley 60, shown at position 71 on the Duo parts diagram, near the end of the numbered drive group between the left-hand bearing block assembly at 70, part 3052HG, and the Pulley 12 at 72, part 3056.
What wears is the contact surface. A polished or scored groove no longer holds the belt, so torque bleeds away as slip and the belt heats up and stretches to match. From the operator's side the machine sounds willing and behaves lazily: it spins freely off the carpet, then loses the brush the moment there is pile to work into. Fitting a fresh pulley returns a proper bite to the contact patch and stops the belt being consumed at a rate that makes no sense for its age. Slip of that kind also warms the whole drive group, so a pulley left too long tends to take the neighbouring bearings with it.
