Underneath the print the construction is identical to every other filter in the family: a microfilter element bonded to a textile face, sitting at the exhaust end of the machine where it takes on the dust too fine for the bag to hold. It is the part responsible for what comes out of the vacuum rather than what goes into it, which is why it matters more than its size suggests in a household where someone reacts to dust.
It is renewed complete rather than cleaned. Filter media of this construction cannot be washed, tapped out or vacuumed through without damaging the very structure that does the filtering, so the sensible approach is to change it on interval with your bags and not attempt to extend its life.
