This is Miele's HES telescopic pipe, material number 10615280, the connector between the hose handle and an unpowered floor tool on a straight-suction Miele canister. Miele publishes it as infinitely adjustable up to 40-7/16 inches (1,027 mm), so one wand covers floors, stairs and higher reaches without swapping tools.
A wand that no longer holds its extended length, or one that has cracked at the sliding joint, lets the sections collapse or wobble mid-clean. Grit that works its way into the sliding sections is the usual cause, since it roughens the surfaces the tube needs to glide over.
