This is the foam filter insert, part 8523, used in the Titan TCS-5525 and TCS-8575 central vacuum power units.
Foam filter media compresses and mats with use, and a clogged insert makes the power unit work harder to pull the same airflow through the system. That extra load usually shows up as a louder or hotter-running unit rather than as an obvious sign at the wall inlet, which is why this filter gets missed compared with the bag.
