Hoover's Celebrity canisters run on the Type H bag, and 4010009H is that bag, three to a pack. If your machine is an S3001, S3003, S3005, S3059, S3121 or one of the other S3000-series Celebrity canisters, this is the bag it was built around.
The symptom that sends people looking is fading suction: the hose still pulls, but carpet takes two passes and the motor note climbs. That is a bag packed tight enough to choke airflow, and no amount of emptying the wrong thing will fix it. Swap it at roughly two-thirds full rather than waiting for it to stop picking up.
These are genuine Hoover bags, so the paper media is the grade the machine's airflow was designed around: enough resistance to hold fine dust, not so much that it starves the motor.
