This cloth bag assembly is the outer bag for the Hoover PortaPower canister line, part 43662023, sized for the 404, C2094 and CH30000 bodies and the S1015, S1029, S1049, S1055, S1075, S1077, S1079 and S1127 models listed for the same part.
The cloth does more than hold the bag's shape. The weave is itself a filtering surface, and everything the machine picks up has to pass through it on the way out. Once that weave has silted up with years of fine dust, or a seam has opened at a stress point along the shell, the canister loses suction that no amount of work inside the bag chamber will bring back.
Check the fabric for stiffness and a grey, packed look before assuming the fault lies somewhere else in the machine. A weave that no longer passes daylight easily is done, whatever the rest of the machine looks like, and it is worth handling alongside the other consumables the canister uses rather than replacing one part and then the next weeks apart once the second failure turns up. A canister that has had the same outer bag since it was new is a reasonable candidate for this even if nothing looks obviously wrong at a glance.
