Where the nozzle end of an Oreck 8000 or 9000 series upright pivots to recline, air has to keep moving from the nozzle into the motor housing without leaking at the joint. This elbow, part 430000972 (also listed as 013-6977), is that pivot, sold complete with its felt seal.
The seal takes the wear rather than the plastic, at least at first. Thousands of recline cycles pack the felt down until it no longer fills the gap, or the plastic housing itself develops a hairline crack right at the point where it flexes hardest. Either failure lets the machine pull in outside air at that seam rather than through the nozzle at the floor, and suction goes soft across the whole machine in a way a fresh bag or a clean filter will not fix, because the leak happens before the air ever reaches either one.
Because the felt seal ships with the pivot housing, the joint gets rebuilt as one part rather than sourcing the housing and a separate seal.
