Part 09-75300-01+ is the plastic fan for Oreck XL and U series uprights, the component the motor turns to generate the machine's airflow. This is the fan itself and not a brush roll part, so it is what to order when suction has gone and the nozzle, bag and hose are all clear.
These fans fail from impact rather than gradual wear. A hard object travels through the nozzle opening, a blade chips on impact, and the wheel is left running out of balance on every turn it makes after that. The result is a fresh rattle, a noticeable shift in pitch coming from the motor housing, and vibration you can feel through the handle itself, with suction fading regardless of whether anything is actually blocking the airway.
An out-of-balance fan also puts uneven load on the motor turning it, so catching the problem at the first new rattle spares the motor from that wear on top of the suction already lost. A chipped blade does not repair itself and the imbalance only gets worse with hours run.
Disconnect power at the outlet before opening the housing, and once the new fan is fitted, spin it by hand to confirm it turns smoothly and clears the surrounding housing on every side.
