This dirt tank assembly, part 164-6963, is the removable dry-debris container on a Bissell PowerClean stick vacuum, the piece that collects dust, hair, and debris as you clean and that you empty out between rooms.
Because it is unlatched, dumped, and reseated constantly, the latch is usually the first thing to go: it can wear round and stop clicking shut, which lets the tank pop loose or lose its seal against the body mid-clean. A cracked tank shell or a seal that has gone stiff will do the same thing, spilling dust back out or letting suction leak around the tank instead of pulling through it.
