This is a replacement grip-end handle for a central vacuum hose, molded in black and built to the dual/low-voltage style with no switch built in. On a hose configured this way, power to the nozzle brush turns on and off at the wall inlet or at the nozzle itself, so the handle's job is limited to joining the hose to your wand and passing the low-voltage signal through to the powerhead.
Handles take the brunt of daily use, and it shows in how they fail: the plastic grip cracks at the swivel joint after years of twisting, the internal contacts wear thin or corrode until the powerhead cuts in and out, or the hose-side connection loosens enough to bleed suction at the joint.
